I would hugely disagree that children can't climb etc wearing dressing up clothes - a pirate costume and a climbing frame becomes a ship, imaginative and active play all at once.

But on the underlying idea that the government should stay out of it - yup, with you there.

Hi Liveotherwise, thanks for your comment. I agree that a pirate costume is great for active play, however, I do still think that some long dresses and one size fits all costumes can hamper movement. I know of nurseries where children are not allowed to run about or climb in dressing up clothes due to health and safety risk assessments. Home play is different to playgroup play - I have fond memories of my children being pirates and having hours of fun.
